It is in Italy ban on the operation of heavy vehicles on certain days and during certain periods that usually coincide with weekends and holidays in general, to relieve car traffic from the main arteries. The ban applies to expressway and non-urban roads by § 6 paragraph 1 of the Road Traffic Act, according to which “(…) the prefect, on national holidays or other specific days determined by a special calendar issued by the MPO decree, may prohibit, outside the populated centers operation of vehicles used for the transport of goods. BAN ON HEAVY VEHICLES: WHICH VEHICLES CAN NOT PASS AND WHEN
Based on the decree on the implementation and implementation of the Road Traffic Act (Art. 7) ban on the operation of heavy vehicles outside of populated centers this applies in particular to the following vehicle category:
- vehicles for transporting goods with a maximum permissible total weight exceeding 7.5 tons;
- emergency vehicles or vehicles used for emergency transport;
- vehicles transporting dangerous goods.
The ban applies with exceptions, on national holidays and on other extraordinary days apart from national holidays, possibly including the previous and following days. Important: the blockade of heavy vehicles does not last a full 24 hours but starts and ends at the specified time which varies depending on the date or period (the standard time is 7:00 AM – 10:00 PM, but not always).
HEAVY VEHICLE BLOCK: EXCEPTIONS AND DEVIATIONS
Exceptions and deviations provided in a ban on the entry of heavy vehicles They apply to vehicles moving to or from Sicily and Sardinia, and to vehicles arriving or departing from abroad, especially to Europe. For heavy vehicles arriving from abroad the start of the ban is effectively delayed by 4 hours, while for those who were heading abroad the end of the ban will be moved 2 hours earlier. Similar flexibility applies to heavy vehicles that are moving to and from the main islands (2 hours in Sicily and 4 hours in Sardinia), given that they use sea connections that increase the travel time. In all these cases, drivers must always show documents certifying the time of departure, the route, and the destination of the goods to demonstrate that they are entitled to exemption from time limits.
Exceptions for cause are also assumed transported cargo (e.g. live animals, perishable products, etc.) and in favor of vehicles that provide important services such as police or emergency vehicles.
2024 HEAVY VEHICLE BAN: CALENDAR
The calendar for 2024 days in which the ban on the entry of heavy vehicles Ministerial Decree No. 333 of December 13, 2022, was issued. The calendar includes 76 days of bans including Every Sunday, albeit with different opening hours: Sundays in January to May and October to December have a two-hour shorter curfew (from 9:00 a.m. to 10:00 p.m.) compared to Sundays in June, July, August, and September (from 7: 00 to 22:00). Some Saturdays and Fridays are also added in July and August.
