Motorway: toll increase of +2.3% from 1 January 2024

From January 1, 2024 tolls of expressway Italians will suffer and +2.3% increase. This is established by the provision of the Milleproroghe decree, which was approved by the Council of Ministers in the late evening of December 28. However, the same decree stipulates that the tariff may be subject to adjustment variation in shortage or surplus, with the update of the Economic and Financial Plans (PEF) of the highway concessionaires, the deadline of which has been extended until the end of 2024. This means that, based on the investments made, the concessionaire companies will be able to request another “adjustment” of tariffs.

In more detail, the Milleproroghe decree was postponed until March 30, 2024. The deadline for submission by concessionaire companies whose five-year regulatory period has expired update suggestions economic and financial plans (PEF) prepared by the resolutions of the Office for Transport Regulation and regulations issued by the contracting authority”. And that was extended until December 31, 2024.” term for completion of the update of economic and financial plans highway concessionaires”. Tolls have so far been increased until conventional updates +2.3%corresponding to the inflation index (NADEF) for the year 2024. However, as already anticipated, when the highway concessionaires complete the PEF update to 2024, new toll adjustments will be defined.

Generally, highway tolls at the beginning of the year respect a kind of ‘automatism” associated with inflation and investments by concessionaire companies. However, following the collapse of the Morandi Bridge in 2018, which opened a Pandora’s box on at least the approximate alignment of many motorways, toll increases were actually frozen for four years. In 2023, however, some highway increases returned: for example, the Ministry of Infrastructure and Transport and the Ministry of Economy and Finance recognized ASPI with a total increase of +3.34% (+2% from January 1 and +1.34% from January 1). July), but it was not the only adjustment.

However, it must be emphasized, as Diego Cattoni, president of the Aiscat dealer association, reminded Il Sole 24 Ore that in Italy, motorway tolls are on average lower than in France and Spain to mention just two nations that are close to us by geographical and cultural affinity: in France they are 35% higher in light traffic and 93% in heavy traffic, while in Spain they are 12.7% and 7.2% respectively.
